    The City of Modesto (City) is soliciting a Request for Qualifications/Request for Proposals (RFQ/RFP) for services to prepare a Hydrologic and Hydraulic (H&H) Analysis of the Tuolumne River on behalf of the City. The purpose of the work is to establish a list of feasible solutions to mitigate significant flooding to several neighborhoods adjacent to the river within the City’s jurisdiction, as well as to City Infrastructure such as its primary wastewater treatment plant.

    Evaluation Criteria

    • Proposed Scope of Services (45 pts)

      The two key criteria in determining the point ranking in this category are ‘Project Understanding’ and ‘Project Approach’. Project Understanding will be measured by the consultant’s demonstrated understanding of the project’s scope of services and the recognition of potential issues warranting special effort and / or concern. The consultant’s Project Approach will be evaluated by the completeness of the proposed work plan in addressing the scope of services, including full coverage of the project’s data needs and technical evaluations.

    • Project Team and Experience (35 pts)

      The consultant’s proposed project team (including sub-consultants) will be evaluated by the various team members’ organizational ability, time management skills, areas of specialization, ability to produce quality work products, availability, and demonstrated experience in hydrologic and hydraulic modeling projects over the last five (5) years.

      • Size of firm and available staff appropriate to project size.
      • Location of firm in relation to City of Modesto and project size.
      • Demonstrated understanding of community social relationships such as citizen and environmental concerns, energy conservation, ecological and economic considerations.
      • Firm reputation as relates to principles, credibility, and attitude.
    • Local Sub-Consultant Involvement (5 pts)

      If appropriate for the scope of services, consultants will be evaluated on the inclusion of local sub-consultants on the team and the anticipated percentage of work to be performed by local sub-consultants.   Local sub-consultants are defined as having a business office in Stanislaus County.

      The cover letter should introduce the firm, the project manager and design team. The letter should highlight key attributes of the firm’s experience relative to the project scope, the team’s approach, and the firm’s commitment to provide services to the City of Modesto.

    • Project Team and Experience

      The Project Team section should be succinct and focus on content that demonstrates the required experience, capability, availability and commitment of the firm and its team.

      Include the Project Manager, up to three key employees, agents, and sub-consultants who are anticipated to be assigned to this project.

      Provide a summary of the qualifications, licenses, experience, type of work to be performed, and availability of each individual.

      The firm’s Project Manager will be directly responsible for and engaged in leading the required services.  The Project Manager must be knowledgeable and experienced in all aspects of hydrologic and hydraulic modeling and will possess the leadership skills necessary to meet project objectives.

      The project team must demonstrate the required knowledge, experience, and availability for this project. Consultants work history will be rated on relevance to the project and are encouraged to provide specific information in this regard including relevant and recent projects of similar scope and complexity. Tabular formatting is encouraged for this section of your proposal.

      The Project Team section must Include:

        1. Names and titles of each person, years of experience with the Firm, and years of experience with other Firms
        2. Education, degree, specializations
        3. Active professional registration (State and discipline)
        4. Representative experience for not more than five (5) completed projects similar in scope, size and complexity to the Project with at least one (1) completed in the last five (5) years
        5. Owner, project description (including size), location and completion date.  If project is in progress, provided estimated completion date and level of commitment.
        6. Name, address and phone number of knowledgeable owner/client’s representative
        7. Consultant services for which the individual was directly responsible; service/functions directly performed by individual (not just job title)
        8. Firm with which the individual was employed during project experience
        9. Project name, background, specific services performed, date completed, construction costs, client contact.
    • Proposed Scope of Services

      The proposed scope of services should address the key items outlined in the Background and Scope of Services subsections of this Request for Proposals / Request for Qualifications (RFP / RFQ), and shall include the firm’s understanding of the desired work.

    • Project Schedule

      Project schedule should be one page, a single page of size 11x17 is acceptable.

      Upload your proposed schedule for all services necessary to complete the project, specifying the major tasks, the expected time to complete each task, and the interdependency of the tasks.

    • Level of Effort

      Level of effort should be one page, a single page of size 11x17 is acceptable.

      The consultant shall provide an estimate of staff time (in hours), by tasks under Scope of Services. Include the location of the offices where task items will be performed and the percentage of work by cost, which will be performed out of those offices. Indicate local consultant participation. Actual costs shall not be indicated in this section, show percentages of the total costs. Task items indicated in the Level of Effort shall match those indicated in the Scope of Services and Fee Proposal.

    A: Only the submitting Prime Consultants are required to fill out the Financial Interest Disclosure and the Modesto Levine Act Statement forms.


    Q (Conflicts with Upcoming Opprtunities): Does completion of this work preclude the contractor from completing any design and implementation work for recommended alternatives?

    A: Completion of this work does not preclude any contractor from completing design and implementation work, however, the design and implementation work will also be solicited through open gov for any and all interested parties. Doing the feasibility work does not guarantee any consultant will automatically be awarded design and implementation work, so similarly to this solicitation, all interested parties will need to participate in the open bid process.

    A: No. The hired consultant will be responsible for obtaining a duplicate of the FEMA Model.


    Q (No subject): Will the consultant be required to implement key features from the CVFED model into the FEMA Existing Conditions Model?

    A: All key implementation features are noted within Exhibit A_Feasibility Detailed Scope of Work in regard to data acquisition.


    Q (No subject): Can the consultant simply state that we will adhere to the schedule provided in the RFP?

    A: Yes, it is acceptable for a consultant to state they will follow the shcedule provided in the RFP.


    Q (No subject): Has the City conducted any previous cultural or environmental studies in or around the project area and are those available for review prior to the submittal deadline?

    A: No, the City has not conducted prior environmental studies. If the City ever pursues and implementation grant, then the necessary environmental studies will be conducted at such time.

    A: The link within the RFP appears to be functional, but the City can provide an electronic copy of the Levine Act PDF upon request.
