The NYS Office of Mental Health and Pilgrim Psychiatric Center are seeking to procure, through an Invitation for Bid (IFB), a Contractor to provide Preventive Maintenance of Boiler Systems & Ancillary Equipment at Pilgrim Psychiatric Center located at 988 Crooked Hill Rd, West Brentwood, NY 11717 The Program Work Plan with Preventative Maintenance Tasks, Equipment List, Schedule Matrix, etc. is located in Appendix D of the Contract Boilerplate. Interested Vendors should review the Contract Boilerplate and IFB document for further information. Included with these documents is a Bid Quote Sheet in Excel format that should be used to submit your bid. A Mandatory site visit will be held on Monday, June 15, 2026, at 9:00 AM EST. Interested bidders are to sign in at the main entrance. Site visit registration can be accomplished by completing and sending the Site Visit Registration Form (Attachment B of the IFB) no later than June 12, 2026, at 3:00 PM EST. The fuel oil system / main fuel storage tanks serving the Boiler Plant (Bldg. 132) will be covered under the terms of this contract through January 31, 2026. The systems will then be covered under the new facility Generator contract effective February 1, 2026. The Boilers and Ancillary Equipment listed in the Boiler Plant (Bldg. 132) will have the routine PM performed by the Facility. The equipment will be covered for Supplemental Preventive Maintenance and Time & Material (T&M) replacement and repairs. In the event the Facility can no longer perform the routine PM tasking of the equipment, the Contractor will be notified in advance and become responsible for the Preventive Maintenance of the equipment. The Contractor will provide a unit cost for the Supplemental PM tasks for this equipment at the time of bid. Questions from bidders attending the site visit are to be submitted by Tuesday, June 23, by 3:00 PM EST per the instructions in the IFB. Questions and Answers will be sent to all bidders attending the site visit, as well as posted to this ad, by June 30, 2026. Bids are due no later than 3:00 PM EST on Wednesday, July 8, 2026. Please check the Contract Reporter website frequently for updates. Any documentation regarding this procurement will be posted. Minority and Women Business Enterprises (MWBE) Participation Goals for this contract have been set at: MBE – 16%; WBE – 14%.
