    Description

    TheTexas Department of Agriculture (TDA), Agriculture and Consumer Protection(ACP) Division, an agency of the State of Texas, issues this REQUEST FOR PROPOSAL (RFP) to solicit responses from qualified Respondents for public outreach/marketing services.The purpose of this project is to develop outreach and marketing campaigns to promote the “Don't Pack a Pest!” Program (DPAP). The campaign tactics should be geared towards specific target audiences in Texas along the Mexico/United Statesborder and at international ports of entry, cruise ship terminals and international airports, as described in this Section II and in this Solicitation. TDA’s objective is to obtain the services that represent the best value for TDA and the State of Texas, according to the terms and conditions of this solicitation. The service tactics requested by this RFP include, but are not limited to, billboard, digital advertising, radio, social media posts or other forms of outreach, with an emphasis on cost effectiveness and public service announcements.  The DPAP traveler education and outreach program is an international, multi-agency initiative designed to raise public awareness about the risks associated with travelers unintentionally transporting pests and diseases, by carrying agricultural and food items with them or in their luggage when they travel. TDA’s Crop and Plant Industry Program-Plant Quality administers the DPAP Program in Texas. The DPAP campaign is a United States Department of Agriculture (USDA) funded project that includes the Florida and California Departments of Agriculture, as well as the United States Customs and Border Protection.
