    The Quaker Valley Council of Governments (QVCOG), on behalf of the municipalities of Aleppo, Avalon, Bellevue, Ben Avon, Edgeworth, Emsworth, Glen Osborne, Glenfield, Kilbuck, Leet, Sewickley, and Sewickley Heights, invites sealed bids for a 5-year contract for the collection and disposal of residential solid waste, recyclable materials, and e-waste, beginning January 1, 2027, and ending December 31, 2031 with additional 1 year option renewal up to five years.BIDDING PROCESS This project will be bid electronically through the PennBid Program. All bid documents, specifications, and instructions to bidders are available online at no cost at PennBid.netMANDATORY PRE-BID MEETING A mandatory pre-bid meeting will be held on August 7, 2026 at Edgworth Borough Building, 301 Beaver Road, Sewickley, PA 15143. Bidders not in attendance shall not be permitted to submit a bid. SUBMISSION AND OPENING Bids must be submitted via PennBid no later than August 21, 2026. Bids will be publicly opened and read aloud at the Quaker Valley COG Office, located at 343 Eicher Rd, Pittsburgh, PA 15237, at 11:15 am on August 21, 2026. A bid bond in the amount of 10% of the first-year bid must accompany the proposal as specified in the bid documents. CONDITIONS OF BID Each bid shall remain firm for a period of one hundred and twenty (120) days. The respective Governing Bodies of the participating municipalities reserve the right to reject any or all bids, to waive irregularities, or to make an award in the best interest of the municipalities. Participation in this joint bidding process does not obligate any municipality to accept any bid submitted.
