      The City of North Miami Beach (“City”), on behalf of NMB Water, is seeking qualified and experienced firms to submit a Letter of Interest (LOI) to support the development and implementation of a comprehensive, multi-platform marketing, communications, and public engagement program.

      The “NMB Pure” initiative is intended to elevate NMB Water’s identity as a modern, reliable, and transparent regional utility. The campaign focuses on promoting water quality, conservation, and infrastructure investments while strengthening public trust and community awareness. Through strategic messaging, visual storytelling, and targeted outreach, “NMB Pure” connects residents, businesses, and regional partners to the value, impact, and future of NMB Water.

      The City invites interested firms to outline their qualifications, relevant experience, and approach to delivering integrated marketing and communications services for a public utility or similarly complex organization.

    • Anticipated Project Scope

      The selected firm(s) will support the City in developing and executing a coordinated communications and marketing strategy for NMB Water. Services may include, but are not limited to:

      • Strategic Communications & Planning

      Develop and implement a comprehensive communications strategy that aligns messaging across water quality, financial transparency, infrastructure investments, and regional engagement. Includes stakeholder coordination and support for proactive and crisis communications.

      • Branding & Creative Development

      Design and produce cohesive branding and visual identity elements, including marketing materials, multilingual collateral, and video content. Emphasis on clear, engaging storytelling that translates technical information into public-facing messaging.

      • Digital Media & Public Relations

      Manage digital presence and public messaging through social media, website content, and paid campaigns. Provide media relations support, press materials, and outreach strategies to enhance visibility and public awareness.

      • Community Engagement & Outreach

      Plan and execute public engagement initiatives, including conservation campaigns, educational programming, and community events. Support outreach efforts that strengthen resident awareness, participation, and trust.

      • Events, Conferences & Public Presence

      Provide branding, communications, and production support for public events, conferences, and City initiatives. Includes promotional materials, on-site support, and post-event content to extend reach and impact.

      • Analytics & Performance Reporting

      Track and evaluate campaign effectiveness through data analytics, reporting dashboards, and performance metrics. Provide insights and recommendations to support continuous improvement and strategic decision-making.

      Interested firms should submit a Letter of Interest that includes the following:

      • Firm overview and relevant experience with similar campaigns or public sector clients
      • Description of experience in marketing, communications, and public engagement
      • Experience working with utilities, government agencies, or regional organizations
      • Key personnel and project management approach
      • Examples of previous campaigns, including creative materials and outcomes
      • Any additional information demonstrating the firm’s ability to support NMB Water’s objectives

      Following review of submitted Letters of Interest, the City may:

      • Request additional information or clarifications from responding firms;
      • Engage in discussions or meetings with firms whose experience aligns with the City’s vision
      • Develop a refined scope of services in collaboration with qualified firms; and
      • Negotiate terms and conditions for a potential agreement.

       

      The City reserves the right, at its sole discretion, to:

      • Determine which firms are qualified to participate in further discussions;
      • Discontinue discussions at any time;
      • Issue a subsequent competitive solicitation if deemed to be in the best interest of the City; or
      • Decline to award any agreement resulting from this process.

       

      This RLI process is intended to support the City in identifying a qualified strategic communications partner to collaboratively assist in the development and delivery of a successful campaign for the City’s “NMB Pure” Initiative.
