    Description

    The County of Sacramento (County) is soliciting Requests for Proposals (RFP) for the Sacramento County Rio Cosumnes Correctional Center (RCCC) Building 555 and 570 Replace HVAC Units with Chilled Water-Hot Water System (Project). This project scope will provide full design services to replace twenty (20) packaged gas-electric rooftop HVAC units with individual rooftop chilled water and hot water air handler as replacement units. The air handlers will be paired with a new grade level chilled water and heating hot water heat pump plant. The design shall comply with Chapter 11 of the 2025 California Mechanical Code, that limits I-3 occupancies from receiving air conditioning from high-probability direct expansion systems. This will be an all-electric system.

    Background

    Existing mechanical infrastructure at the RCCC campus is aging and the existing rooftop HVAC units that serve incarcerated persons at buildings 555 and 570 are beyond their useful life. Since 2016, the California Mechanical Code no longer allows high-probability, direct expansion refrigeration systems to replace existing direct expansion HVAC units (also known as packaged units) in kind at I-3 occupancies. The common approach to addressing this is to create centralized hydronic chilled water plant(s) to deliver cooling capacity to newly provided custom chilled water air handlers in place of their direct expansion existing counterparts.

    Concurrently, as of November 2024, Sacramento County now has an approved Climate Action Plan (CAP) which requires approximately 85% carbon reduction from 2021 emissions levels by 2045. One way to help achieve this goal is to replace natural gas sourced HVAC units with air source heat pump alternatives. In pairing the CAP needs with the 2016 refrigerant requirements, this prompts an approach to delivering chilled and heating hot water from a central air source chiller/heater unit to replace the existing HVAC units at RCCC.

    The electrical connection for this larger service at the central plant will come from the existing South electrical yard as a new feeder for this plant.

    Evaluation Criteria

    • Qualifications of the proposing team (25 pts)
      1. Expertise of staff: higher weight will be given to teams the show expertise both at the management level overseeing the projects, as well as at a staffing level for those that will complete the work.
      2. Credentialing of Staff: higher weight will be given to such teams that include licensed professionals, such as architects, mechanical engineers, electrical engineers, structural engineers, civil engineer, etc.
      3. Add bullet 'C'"Add alternate: Commissioning Agents with credentialing in a nationally recognized commissioning board. Examples such as a Certified Commissioning Authority (CxA) from AABC Commissioning Group, Certified Commissioning Professional (CCP) from the Building Commissioning Certification Board or a Building Commissioning Professional (BCxP) from ASHRAE.
    • Experience of the proposing team (25 pts)
      1. Experience with public works projects in the state of California.

      Higher scores will be given to proposed assigned staff that have direct experience in the above compared to general familiarity of the work at the overall firm/company.

    • Quality of proposal compliance (15 pts)
      1. Compliance with proposal format and content
      2. Demonstrate understanding of the scope of work and County’s needs.
      3. Clarity of the proposal in meeting the scope of work.
      4. Clarity of project cost. Provide the assumed expected hours of effort for each of the three (3) deliverables, broken down per labor level, along with hourly rate sheet for potential added scope during the design stage.
      5. Acceptance of the County’s terms and conditions (Attachment A)
    • Cost of proposed services (20 pts)
      1. Pricing/costs submitted. Break the overall fee down to the five (5) categories below, and for each category (regardless of lump sum or T&M) provide an hourly estimate of which role will provide labor in each milestone.

          1. Lump Sum fee:

            2. Construction Documents (with cost estimates) - inclusive of permitting

        For all breakouts above, provide estimated hours per labor level (i.e. principal engineer, designer, clerical, CADD technician, etc) for each deliverable. Provide an hourly rate sheet that will be effective for the entire contract duration for potential added scope during design. This will allow the County to get an understanding of how the labor will generally be divided during each stage.

    • Certification of Independent Contractor Status (required)

      "I hereby certify that the Contractor/Consultant firm employs five or more full-time employees. “Full-time”, as defined by the Internal Revenue Service, means persons employed for 20 or more hours per week, and excludes temporary employees whose term of employment will be less than one (1) month. This certification satisfies the Internal Revenue Service criteria for treatment of the above-named consultant as an independent contractor, not an employee for tax withholding purposes."

      Therefore, in order to assist the Sacramento County Department of Child Support Services in its efforts to collect unpaid court-ordered child, family and spousal support orders, the following certification must be provided by all entities with whom the County does business:

      When responding to a bid or proposal or executing a contract or renewal for a County of Sacramento contract for goods or services of $1,000,000 or more, a vendor must either:
