    The City of Concord ("City") seeks proposals from qualified and experienced firms/teams ("Respondent") to provide Request for Proposal (RFP) for Civil Engineering Design Services for Citywide Installation and Upgrade of Traffic Signs (City Project No. 2796).     Evaluation Criteria

    • Cover Letter: (1 pts)

      Describe your firm’s interest and commitment of personnel to the PROJECT and office location for quick and efficient response to CITY’s requests. The letter must be signed by the individual authorized to negotiate the contract with CITY.  The cover letter should identify and describe any distinguishing features or capabilities that make your firm a superior choice to perform the work. (Not counted against the proposed page total).

    • Professional Experience: (4 pts)

      Submit a brief history of your project teams’ experience providing similar civil engineering services for Federal Aid Projects for local agencies within the last three years. Explain in detail how proposed staff in the proposal will be integrated into the project. Include a minimum of three professional references and contact information for represented projects, including the reference’s name, title, agency, phone number, email, date(s) of related project(s), project size and description, and description of services.

      The proposer shall demonstrate documented experience performing traffic sign evaluations of a similar scope and complexity. This includes the ability to conduct comprehensive, data-driven assessments of citywide traffic signage, identify compliance issues with applicable standards and guidelines, and provide meaningful traffic safety recommendations that support municipal traffic engineering and safety objectives.

    • Project Team Experience: (6 pts)

      Provide resumes of your proposed project team including the Principal-in-Charge, project manager, project engineer(s), all back-up staff, and sub-consultants.  Include an organizational chart and indicate recent projects within the last five years where the team has performed similar services (especially projects that used federal funding). The team members must be available to work on this PROJECT and shall include a California registered civil engineer.

    • Consultant's Proposed Approach to the Scope of Work and Project Understanding: (8 pts)

      Including procedures, field investigation of existing conditions, traffic sign analysis, analysis of the HSIP grant application, overall project design, as well as a statement outlining the anticipated involvement of City staff. Provide an understanding of the project to be constructed, the key goals for the successfully designing the project, and challenges that will be faced.

    • Format: (1 pts)

      The Proposal shall not exceed twenty (20) pages.  The following shall not be counted against the 20-page limit: covers, dividers, table of contents, cover letter, and federal forms. Resumes are considered part of the page count. The Proposal shall be written on 8.5” x 11” paper and not less than size 11 font.  Proposals shall address each category, in the same order, as listed in this section.
