    Description

    The County of Ventura (hereinafter referred to as County) requests your proposal for the provision of Workforce Development Outreach (RFP No. 6240) per the attached requirements/specifications.The Workforce Development Board of Ventura County (WDBVC), in conjunction with the County of Ventura Human Services Agency, is eliciting responses from full-service marketing and public relations firms capable of contracting with the County of Ventura to provide strategic, comprehensive advertising outreach and public information services.This contractual relationship(s) will facilitate increased public awareness of workforce system services and resources, enhanced public and stakeholder education and greater collaboration among strategic partners. In accomplishing its communications objectives, the WDBVC must be responsive as well as continue to drive the strategic agenda focused on Equity, Economic Mobility, Target Sector Strategies, and Community/Climate Resilience for talent development to ensure the workforce system is meeting the evolving needs of employers, job seekers and workers in Ventura County. These efforts demand increasing and strategic collaboration with agencies, education providers, businesses, and other entities for whom talent development and workforce quality is a top priority. Efforts should also emphasize equity-centered messaging, inclusive outreach, and clear public communication to counter perceptions of WDBVC as a bureaucracyThe approved contractor(s) will provide outreach services to assist with the continued implementation of WDBVC’s Local, Regional, and Strategic Plans and deliver on-demand services, including but not limited to, branding, graphic design, media relations, advertising outreach and media buying, media production, web/interactive, annual and special report development and publication, social media management, printing, copywriting, collateral development, development of talking points and presentation materials for key staff and stakeholders as well as ad hoc outreach plans and strategic communications planning and development, and other creative services as needed. The approved contractor(s) shall utilize outreach and marketing research conducted by and for the WDBVC including branding and digital strategy efforts, video testimonials, partner toolkits, social video, SEO/SEM, email marketing, and CRM integration.The WDBVC estimates that up to two hundred thousand ($200,000.00) dollars will be available to provide services under this procurement in the base FY26-27 contract year (July 1, 2026 – June 30, 2027). The contractor(s) will be 100% federally funded. The selected Offeror will be offered a cost reimbursement purchase order contract with WDBVC to pursue payment for work described in this RFP through the process laid out in Section IX (Compensation). Contract amounts for additional option years may be revised based on available funding. All funding is contingent on the availability of federal funds and continued federal authorization for program activities. Any contract awarded hereto is subject to amendment or termination due to lack of funds or authorization or due to statutory or regulatory changes.The Workforce Innovation and Opportunity Act (WIOA) was signed into law by President Barack Obama on July 22, 2014 and took effect on July 1, 2015. The WIOA supersedes the Workforce Investment Act of 1998 (WIA) and amends the Adult Education and Family Literacy Act, the Wagner‐Peyser Act, and the Rehabilitation Act of 1973.As a policy, WIOA will help job seekers and workers access employment, education, training, and support services to succeed in the labor market and match employers with skilled workers they need to compete in the global economy. In passing WIOA, the first legislative reform of the public workforce system in more than 15 years, Congress reaffirmed the roles of the Workforce Development Boards, and the AJCC system, as the cornerstones of the public workforce investment system, and brought together and enhanced several key employment, education and training programs. The WDB in collaboration with the Board of Supervisors sets the policy direction for the workforce investment system.
