    Description

    The Public Utilities Department is looking for an integration and automation company that can upgrade our current SCADA systems at our water treatment plant, remote water storage sites, three (3) water reclamation facilities. The current SCADA systems utilize GE’s platform i-Fix for which the last software upgrade was at least 7 years ago.

    We will also need installation, programming, and integration of programmable logic controls (PLC) and human machine interfaces or HMI (touchscreens) at various locations. The main deliverables will be 1. a functional new SCADA platform utilized with new equipment and 2. during services, current SCADA system shall be functional and uninterrupted.

    Background

    All 4 treatment plants will need integration of new servers (3 each), workstations (5-7 per plant), PLCs (4-7 at each plant plus 7 remote sites), and 9 new HMI's at two plants. The plant PLC's would be purchased separately and likely to be Rockwell ControlLogic 5580 (1756-L81E) or 5590 (1756-L905TS) Controller. The HMI equipment would be purchased separately and likely to be the 2711P PanelView Plus 7 Performance Touch Screen. Note, the major hardware and SCADA licenses will be purchased by ACC with the exception of remote site PLC's cabinets would need replaced and likely use an Allen Bradley PLC, CompactLogix controller.

    Preferred sequence would start at the water treatment and remote sites, then move to the three (3) water reclamation facilities. Some graphics may need to be updated but majority is accurate and reuseable.

      Goal is to start this Project by the late Summer or early Fall 2026 and conclude by end of 2027. The project is scheduled to move from one plant to the next in the sequence

      The deliverables are that each area listed above each have a new SCADA system and associated new programmable components that is functional and accurate. Each site is completed within a reasonable time from starting (3-4 months). Planned downtime for installation to be coordinated with and approved by OWNER.
