    Project Description: The work includes the removal and replacement of the existing waterproofing membrane, associated paving, and landscaping elements at the elevated plaza. Energy upgrades are not included in this bid. The project will be delivered in three (3) construction phases occurring over calendar years 2026-2027 to maintain site functionality and manage operational impacts. The work also includes the installation of one (1) new flagpole on the elevated plaza

    Upon completion of all construction activities, the plaza shall be fully restored to its original appearance.

    This Project is a Covered Project subject to the City of Seattle’s Community Workforce Agreement (CWA) and Priority Hire SMC 20.37.  With the support of the mayor and City Council, the City of Seattle administers programs that support racial and economic equity through contracting. Priority Hire is one of these programs. Priority Hire provides people living in economically distressed communities, women, and people of color access to work on the city’s construction projects. It gives contractors access to these skilled workers
