    General work description:

    The consultant will prepare a planning/feasibility study for the Simpson Lane Bridge to provide the County with an analysis of the existing bridge to determine alternatives between rehabilitating the existing bridge and options for replacing the bridge. The outcome of this study will be utilized to streamline the PE phase of the project through the Highway Bridge Program so the solution to the scour critical bridge will already have been determined and corroborated by the Caltrans SM&I team.

    The County of Yuba is accepting proposals from qualified professional engineering consultants for the preparation of a full Rehabilitation versus Replacement Study (planning/feasibility study) for the Simpson Lane Bridge. The project will allow the County of Yuba to evaluate the alternatives between rehabilitating the existing bridge and replacing the bridge and also complete the Rehabilitation vs. Replacement Study identified in the County’s 2020 Scour Evaluation – Plan of Action, found here: https://www.yuba.org/departments/community_development/public_works/documents.php.       The County of Yuba is accepting proposals for professional Engineering Services for the Simpson Lane Bridge – Rehabilitation versus Replacement Feasibility Study.

      The project is federally funded. This is a cost-plus-fixed-fee and project specific contract.

      There is no DBE goal for this project.

      Proposals for Simpson Lane Bridge Rehabilitation versus Replacement Feasibility Study – RFP for Engineering Services shall be submitted electronically via OpenGov to Yuba County prior to 3:00 P.M. on May 1, 2026.

    • Project Scope of Work

      The project (Simpson Lane Bridge – Rehabilitation versus Replacement Feasibility Study) will develop a comprehensive planning/feasibility study to provide the County of Yuba with the information necessary to evaluate the alternatives between rehabilitating the existing bridge and replacing the bridge.

      The planning/feasibility study will include the following:

      1. Public Engagement - could include, but not limited to, public workshops, website announcements, targeted emails and flyers, targeted outreach for disadvantaged community members, and Board of Supervisors meeting attendance for the presentation of final report.
      2. Environmental Assessment - evaluate the potential environmental impacts for each alternative (Do Nothing, Bridge Rehabilitation, and full Bridge Replacement).  The study should suggest the appropriate level environmental document for CEQA and NEPA for future environmental clearance, and should identify all applicable environmental permitting that will be required prior to construction.
      3. Hazardous Materials Assessment - determine the likelihood of encountering hazardous materials during the construction phase from the existing field conditions and/or during demolition of the existing bridge.
      4. Topographic Survey & Right-of-Way Survey as necessary to facilitate preliminary alternatives study or structural analysis of the existing bridge structure; to aid in planning the bridge replacement design and environmental assessment.
      5. Geotechnical Investigation - as necessary to conduct analysis of the structural integrity/capacity of the existing pile foundations
      6. Structural Evaluation - analysis to determine structural integrity/capacity of the existing bridge and potential solutions improve structural capacity to meet modern day standards and seismic requirements.
      7. Hydrologic Analysis as necessary to facilitate the above mentioned analysis; including anticipated impacts due to climate change.
      8. Traffic analysis to determine existing demands,  predict future travel demands, construction impacts, and GHG impacts.
      9. Preparation of Preliminary Quantities and Cost Estimates
      10. Preparation of a Rehabilitation versus Replacement Report
      11. Associated Administrative Functions including regularly scheduled meetings with Project Manager and associated staff.

       

       

    • Project Objectives
      • Develop a comprehensive planning/feasibility study to evaluate alternatives; Do Nothing, Rehabilitation of Existing Bridge, or Full Bridge Replacement;
      • Have clear and concise recommendation on next steps and if replacement is the outcome, to have the preliminary work items listed above completed in order to have a smooth transition into the next phase.
    • Project Tasks

      The consultant should consider any and all associated tasks relative to the scope of work and propose their approach for delivering on each of these items. A comprehensive list of tasks and a work schedule for project tasks is required. If a specific task or service is not listed, but the consultant feels it would be necessary or applicable to the overall goal and successful completion of the project, the consultant is encouraged to note this and provide justification for it.

    • Proposal Requirements

      Proposal Submission

      Proposals will only be accepted through OpenGov, in accordance with the instructions listed above.

      These guidelines are provided for standardizing the preparation and submission of proposals by all Consultants for professional services. The intent of these guidelines is to assist Consultants in preparation of their proposals, to simplify the review process by the County, and to provide standards to better compare proposals.

      A maximum of twenty (20) single sided or ten (10) double sided pages will be submitted (not including the introductory letter, resumes, and insurance verification letter).

       

      Proposal Content

      Proposals will contain the following information in the order listed:

      a. Introductory Letter:

      The Introductory (or transmittal) letter shall be addressed to:

      The letter will include the Consultant’s contact name, mailing address, telephone number, and email address. The letter will address the Consultant’s understanding of the project and any other pertinent information the Consultant believes should be included.

      The letter should also indicate any conflicts or non-acceptability of the terms and conditions of the contract agreement enclosed herein. Proposed deviations and modifications to the contract agreement should be noted and supporting reasons provided.

      Changes to the agreement will not be considered by the County once Consultant selection has been completed.

      b. Office Location Where Work Will be Performed:

      Include the office(s) where work will be conducted by the Consultant and subconsultant(s).

      c. Qualifications and Experience:

      Identify key staff and subconsultants proposed for the project team and their availability. Describe the responsibilities of the staff and extent of involvement with the project. Any changes in key personnel and subconsultants after the award of contract must be requested in writing and approved by the County before the change is made. Three references are to be listed for each subconsultant. References may be contacted as part of the selection process.

      The proposal must clearly describe the Consultant’s ability for undertaking and performing the work. It must list projects of very similar work performed by the proposed project team. These projects must illustrate the quality and past performances of the project team. A discussion of challenges faced, and solutions developed by the team are recommended. Contact names and current telephone numbers are to be provided for each project. The projects listed should include the names of staff and other team members involved in the work.

      Supportive information and references in support of the Consultant’s qualifications may include graphs, charts, photographs, resumes, references, etc., and is at the Consultant’s discretion.

      The Consultant is reminded that the proposal must be specific and concise.

      d. Work Plan/Scope and Project Schedule:

      The proposal will include a detailed work plan which clearly identifies the tasks, benchmarks and time required for each segment and phase of the work.

      The proposal will address the services listed in this RFP and other services which the Consultant believes are applicable to the project.

      A comprehensive schedule of work tasks and milestones will be included. The schedule will indicate the length of time for completion of each task. Functions carried out by subconsultants should be clearly indicated.

      e. Federal and State Requirements:

      Consultant and subconsultants must meet all Federal and State requirements as may be applicable. Consultant should address such requirements in the proposal.

      f. Supporting Information:

      The Consultant may include resumes, brochures, and other supporting information in this section.

      g. Insurance Verification Letter

      Provide a signed letter from your insurance carrier indicating that the following insurance, described in Attachment 1, section E.1, is presently part of the proposer’s coverage, or that the insurance carrier is able to provide such coverage should the proposer be selected:

      • Commercial General Liability - $1,000,000 per occurrence, $2,000,000 aggregate
      • Automobile Liability - $1,000,000 per accident
      • Workers’ Compensation - $1,000,000 per accident
      • Professional Liability - $1,000,000 per occurrence, $2,000,000 aggregate

      Proposers are not required to purchase the required insurance in order to respond; however, all required insurance will need to be submitted prior to contract award.

      h. Fee Proposal:

      Consultant shall provide a fee proposal for a Cost-Plus-Fixed-Fee contract. The proposal shall include an estimated budget for each of the tasks included in the Scope of Services. Each task budget will include labor and expenses, including subconsultant costs. Labor budgets will be computed by multiplying the planned labor hours by the billing rates of each staff member or labor classification. The fee proposal spreadsheet will depict the tasks in the left column and each of the labor classifications, rates, expenses and subconsultant costs in the top row. Total task budgets and the total fee shall be shown in the right column. The fee proposal shall be submitted in a separate, sealed envelope and marked “Fee Proposal”.  Show fee rates for all tasks included in the Scope of Services and list key personnel by name. 

    • Evaluation Process and Selection Criteria

      After the period has closed for receipt of proposals, Yuba County will open and examine each proposal to determine compliance with the requirements specified in the Request for Proposal (RFP). The County will eliminate any proposal that does not meet the format requirements from competition and will return the proposal to the Consultant. The County may reject any proposal if it is conditional, incomplete, or contains irregularities. The County may waive an immaterial deviation in a proposal. Waiver of an immaterial deviation shall in no way modify the RFP documents or excuse the Consultant from full compliance with the contract requirements if awarded the contract.

      The selection panel will review each proposal that meets the format requirements. Panel members will individually evaluate each technical proposal in accordance with the evaluation criteria included in the attachments.

      The panel members will meet to tally and average scores for each proposal. The panel will rank the technical proposals based on the average scores and will notify the Consultants in writing. The selection panel will prepare the final ranking based on the criteria contained herein. Based on the rankings, the County may decide to conduct interviews with the top two ranked firms or may select a consultant directly from the final rankings.

      The County will then enter into negotiation with the top ranked Consultant. If agreement is reached, the firm will be recommended for award subject to approval by Public Works Staff and/or the Board of Supervisors. If the County cannot reach an agreement with the top ranked firm, the County will close negotiations and may enter into negotiations with the second ranked firm.

      This Request for Proposal does not commit the County to award a contract, to pay any costs incurred in the preparation of a proposal for this request, or to procure or contract for services. The County reserves the right to accept or reject any or all proposals received in response to this request, to negotiate with any qualified firm, or to modify or cancel in part or in its entirety the Request for Proposal if it is in the best interest of the County to do so.

      All products used or developed in the execution of any contract resulting from this Request for Proposal will remain in the public domain at the completion of the contract.

      Upon approval of the selected Consultant by County, a mutually acceptable price will be negotiated, a written Agreement will be prepared, executed by the Consultant, and reviewed by the County for approval and execution. The Consultant will begin work immediately upon execution of the Agreement by the County.

      Any proposer may withdraw or modify their proposal received prior to the time and date specified above by written request of the proposer. The County must receive any modified proposal prior to the specified deadline or the County will not consider the modified proposal. The County will return any proposals received after the time and date specified above to the proposer.

      The County will reject all unsigned proposals or proposals signed by an individual not authorized to bind the prospective Consultant.

      The County reserves the right to reject all proposals and issue another RFP, if necessary.

    A: - yes, the exact tasks to be executed as part of the Scope of Work can be included as an appendix. - yes, 11x17 exhibits are allowed.     A: The County would like specific projects of similar experience be listed, to include references from the owners on those projects so the County can contact those owners for reference information.
