The selected CONSULTANT will be the highest-ranked CONSULTANT that has successfully negotiated the terms for award of a consultant services agreement. The selected CONSULTANT or team will be requested to enter into a consultant services agreement with San Joaquin County (County) for the PROJECT. The PROJECT is locally funded. All work shall comply with the County Policies, and American Society for Testing and Materials (ASTM) CONSULTANT will perform an evaluation of the designated County roads, assign a condition score to each segment, and provide recommendations for projects and pavement rehabilitation. The work will generally consist of: • Physically evaluating the pavement condition of the designated County roads and determining a Pavement Condition Index (PCI) for each road segment pursuant to ASTM Standard D 6433 utilizing the modified seven distress method by Metropolitan Transportation Commission • Measuring and scoring roadway segments for roughness per the International Roughness Index (IRI) • Identifying feasible rehabilitation alternatives for each roadway section, if necessary • Creating an Excel and GIS database with a summary of PCI scores • Prioritizing projects and preparing a recommended five (5)-year pavement management plan within a set budget (optional task) • Provide data in two separate formats that will be compatible with upload to Cartegraph (OpenGov) and to Street Saver • Final report on scores and recommendations
