    The South Central Transit Authority (SCTA) is seeking proposals via PennBid for the purchase and implementation of Mobile Ticketing Fare Collection Software for both Fixed Route & Paratransit services. The successful proposer will also provide training and support.Proposals will be received online electronically via PennBid (https://pennbid.bonfirehub.com) from qualified firms until 2:00 PM, prevailing time, on Wednesday, April 29, 2026. Proposals shall be evaluated and the results will be posted via PennBid.All proposals and contracts are subject to all applicable state and federal laws and to a financial assistance contract between the South Central Transit Authority and the County of Berks, the County of Lancaster, the Pennsylvania Department of Transportation and the U.S. Department of Transportation Federal Transit Administration.Contractors will be required to comply with all applicable Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity laws and regulations, and to certify they are not on the Comptroller General's list of ineligible contractors.SCTA encourages disadvantaged business enterprise (DBE) participation. DBE’s shall be afforded full consideration of their response and will not be subject to discrimination.SCTA reserves the right to postpone, to accept or reject any and all proposals, in whole or in part, or to waive any and all informalities, as it deems to be in its best interest.
