    The South Fayette Township Supervisors (Owner) will receive separate sealed proposals for renovations and additions to the existing Township Municipal Building for the following contracts: Contract No. Type of Contract 01 General Construction 02 HVAC Construction 03 Plumbing Construction 04 Electrical ConstructionBid Submission: Bids will be accepted until 2:00 p.m. prevailing time on Tuesday April 14, 2026 solely via the PennBid online portal at: https://pennbid.bonfirehub.com/portal, c/o Township Supervisors, South Fayette Township, 100 Township Drive, South Fayette, PA 15064.Project Description The Project generally consists of furnishing all labor, materials, equipment, and supplies necessary for: • Renovation of the existing 12,199 sq. ft. Township Municipal Building. • Construction of an approximate 2,837 sq. ft. addition. • Site improvements, including but not limited to, paving, stormwater, utilities, lighting, and related work.Bid Opening: Bids will be opened immediately after the bid submission time and results will be available on the PennBid portal once all bids have been confirmed to be responsive. Project completion is 365 days from Notice to Proceed.Plans and Specifications Plans and specifications are available at no cost exclusively on the PennBid portal. Prospective bidders must register online via PennBid to review documents.Bid Security All bids must be accompanied by a Bid Security in the form of: • Bid Bond (on Owner’s form) • Certified check • Cashier’s check. • Bank Cashier’s check • Trust company check • Other form of security permitted by applicable law.The amount of the security shall be not less than ten percent of the total of the Base Bid made payable to, or indemnifying South Fayette Township. A Non-Collusion Affidavit, Contractor’s Qualification Statement, and a Certificate of Authority (if applicable) must also be submitted with each bid. The Bid Guaranty shall be unconditionally payable to South Fayette Township, Pennsylvania.Non-Collusion, Contractor Qualifications All bids must be accompanied by a Non-Collusion Affidavit and Contractor’s Qualification Statement.Performance and Payment Bonds The awarded contractors are required to submit Performance and Payment Bonds after award of the Contract indemnifying South Fayette Township. The amount of the bonds shall be 100% of the awarded contract value including the Base Bid and all awarded Alternate Bids.Prevailing Wage This Project constitutes public works and is subject to the Pennsylvania Prevailing Wage Act of August 15, 1961 (P.L. 987), as amended. Contractors and subcontractors must pay prevailing minimum wage rates as promulgated under the Act.Notice to Bidders – Employment Verification Act: This project is subject to the Pennsylvania Public Works Employment Verification Act (Act 127 of 2012). The Act requires all contractors and subcontractors performing work on public works projects to utilize the federal E Verify program to confirm the employment eligibility of all newly hired employees.Requirements: 1. The successful bidder shall submit a completed Public Works Employment Verification Form to the Township prior to contract execution. 2. Each subcontractor, at any tier, must submit the same form to the Township before commencing work. 3. Contractors and subcontractors must enroll in and use the E Verify program to verify all new employees hired after January 1, 2013, within five (5) business days of their start date. 4. Failure to comply with Act 127 may result in penalties, including fines and debarment from future public work contracts. Questions regarding the pre-bid conference or bidding documents shall be posted via the “Ask a Question” feature in PennBid.Pennsylvania Steel Products Procurement Act Domestic steel use requirements apply to this Project. The Contractor and all subcontractors shall supply only steel products, as defined in the Pennsylvania Steel Products Procurement Act, produced in the United States unless exempted in the Act.No bid may be withdrawn for sixty (60) days after the same has been filed with South Fayette Township.
