    Description

    Hillsborough County intends to recommend the award of a sole source procurement to DXP Enterprises, Inc., for proprietary equipment, parts, and maintenance for various systems used at water, reclaimed, and wastewater facilities throughout the County for the Water Resources Department, for a five (5) year period, at an estimated cost of $6,600,000.00. The proprietary equipment, parts, and maintenance are only available through Carter & VerPlanck, Environmental MD, and Florida Valve and Equipment, all are a DXP Enterprises, Inc., company, which are the sole and exclusive authorized reseller for the original equipment manufacturer (OEM) of equipment, parts, maintenance and warranties for Neuros, Charlatte of America, Inc., Continental Blower, LLC., Flowserve, Hidrostal LLC, Invent Environmental Technologies, Inc., JDV Equipment Corp., Kinetrol USA, Plas-Tanks Industries, Inc., Proco Products, Inc., Wilo USA LLC, and Val-Matic Valve and Manufacturing Corp. This procurement is being made in accordance with Section 3-205(2)(e) of the County’s Procurement Policy as the proprietary OEM equipment, parts, maintenance and warranties are being provided by the OEM authorized reseller as part of an existing integrated water system and are exclusively sold and only reasonably available through DXP Enterprises, Inc. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.Contractors who are able and interested in providing the identified propriety parts, goods and services must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement, formally known as Bonfire, for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
