    The Town of Nantucket ("Town"), through its Nantucket Sewer Department, invites qualified responders to submit bids for the Supply and Delivery of Water Treatment Chemicals for Surfside Wastewater Treatment Facility. This Invitation for Bids ("IFB") is made in accordance with Massachusetts General Laws, Ch. 30B.

    Background

    The Town of Nantucket is located within the County of Nantucket. The Town functions under a Town Manager/Select Board form of government. The Select Board operates under a Charter and enacts policies intended to promote and enhance the general welfare of the Town. In addition to customary municipal operations, the Town operates a skilled nursing facility, a public school system, two wastewater treatment facilities, a housing department, and a solid waste facility.

    The Town of Nantucket is located 30 miles off the south coast of Cape Cod. It was settled in 1659 and incorporated in 1671. The Town has an annual year-round population of approximately 18,000 and up to 65,000 seasonal residents. The island is 14 miles in length and 3 1/2 miles wide. Nantucket is comprised of residential, commercial, and large tracts of undeveloped land, including a state forest. Transportation routes include a busy airport, a thriving seaport, and a locally maintained road system which includes urban, suburban and rural road systems.

    Evaluation Criteria

    • Overview

      The Town of Nantucket, through its Sewer Department, invites qualified responders to submit bids for the supply and delivery of water treatment chemicals for the Surfside Wastewater Treatment Facility (WWTF) and the Siasconset Wastewater Treatment Facility (SWWTF). It is the intent of the below specifications to describe certain chemicals and the delivery thereof.

    • Workers' Compensation

      Workers' Compensation, covering the obligations of the CONTRACTOR in accordance with applicable Workers' Compensation or Benefits law.

    • Commercial General Liability

      Commercial General Liability Insurance on an occurrence basis with a combined single limit of not less than $1 million.  Coverage is to include premises and operations, coverage for liability of subcontractors.  The policy shall contain an endorsement stating that the aggregate limits will apply separately to the work being performed under this Agreement.

      • LIQUID SODIUM HYPOCHLORITE MIN 15% BY BULK
      • LIQUID SODIUM HYDROXIDE MIN 50% BY BULK
      • SODIUM BICARBONATE - FIFTY (50) POUND BAGS
      • FINE GRANULAR CITRIC ACID ANHYDROUS FOOD GRADE - FIFTY (50) POUND BAGS
    • Delivery
      • Sodium Hypochlorite - Approximately 6,000 gallons one (1) time per month.
      • Sodium Hydroxide - Approximately 3,000 gallons two (2) times per year.
      • Sodium Bicarbonate - Approximately four (4) pallets each delivery request; this fluctuates seasonally.
      • Citric Acid - Approximately four (4) pallets each delivery request; this fluctuates seasonally.

      *The successful vendor must provide electronic copies of current SDS Safety Data Sheets to the Director of the Sewer Department or their designee.

    • Automobile Liability Insurance

      Automobile Liability Insurance of not less than $1 million combined single limit covering owned, hired and non-hired vehicle use.

    • Pricing

      All prices are to be FOB to Nantucket, MA 02554 and shall be firm through the end of the contract term.

      All Steamship Authority freight charges, and reservations for bulk tanker deliveries shall be the responsibility of the Town of Nantucket.  The Town has a standing reservation for the second Tuesday of every month.

      All other freight charges, for other than bulk tanker deliveries shall be through either Cape Cod Express or Sun Transportation, who serve Nantucket.

    • Proof of Insurance (required)

      Insurance Required: Bidder shall obtain and maintain at its expense and from insurance companies of a Best Rating of A or better, which are licensed to do business in the Commonwealth of Massachusetts, insurance as set forth below.

    • References (required)

      Bidder must provide a complete list of municipal customers who it provided services in the past three (3) years. Reference information must include Company/Government Name, Contact Person, Current Phone Number, Email Address and Date of Purchase(s).

      Poor References may be a basis for determining that a bidder is not responsible.

    • Signature Page from the Town's Contract (required)

      Signature page from the Town's contract, signed by an authorized individual as a good faith statement that the Contractor is willing to enter into the Town's standard contract form.  Please see Sample Agreement in ATTACHMENT A.

    • BID RESPONSE FORM (required)
