The Town of Los Gatos (“Town”) invites qualified, professional consulting firms (“Consultant) to submit written proposals to conduct classification studies of each full-time Town job classification with a total of 154 employees in these classifications in accordance with this Request for Proposals (“RFP”). tranches by job classification group.
The selected Consultant must possess public sector experience in performing classification studies. The scope of the work includes reviewing, evaluating and updating job descriptions, as necessary, and obtaining and incorporating feedback from both employees and management.
Town Profile
The Town operates under a Council–Manager form of government and is recognized throughout the Bay Area for its professionalism, efficiency, and dedication to service. The population is approximately 33,000 residents.
The Town Manager, appointed by the Town Council, oversees the daily operations of all Town departments and 2026-27 annual operating expenditure budget of $82,115,301. Consultant shall be prepared to begin work as soon as possible and no later than within two (2) weeks of the Notice to Proceed.
Consultant shall provide a total base fee for the project. Each responding consultant shall include an acknowledgement that it can effectively perform the Scope of Work within the budget indicated. Each respondent should clearly explain in this section the methods and process it will use to ensure the Scope of Work is within budget and that the Town will be getting the best value within the budgeted amount. Information in this section shall include an hourly fee schedule which shall be submitted for each proposer and any sub-consultants (if applicable).

RESERVATION
It is understood that the Town reserves the right to reject this Proposal, but that this Proposal shall not be withdrawn for a period of 45 days from the date prescribed for its opening.

WORDS AND PHRASES
Wherever in this Proposal an amount is stated in both words and figures, in case of discrepancy between words and figures, the words shall prevail; if all or any portion of the Proposal is required to be given in unit prices and totals and a discrepancy exists between any such unit prices and totals so given, the unit prices shall prevail.
CERTIFICATION
The Proposer certifies that the Proposal Documents have been thoroughly read and understood and that, except as may be specifically noted and contained in addenda, there are no discrepancies or misunderstandings as to the meaning, purpose or intent of any provision in the Proposal Documents or as to the interpretation of the same. The undersigned hereby incorporates by reference, the same as though set out in full, all provisions of Request for Bids published by the Town and pertaining to the work described in this Proposal.
By confirming below, the submission of a Proposal shall be deemed a representation and certification by the Proposer that they have investigated all aspects of the RFP, that they are aware of the applicable facts pertaining to the RFP process, its procedures and requirements, and they have read and understand the RFP. No request for modification of the Proposal shall be considered after its submission on the grounds that the Proposer was not fully informed as to any fact or condition.
