It should be noted that bid results are subject to further review and should not be construed as an issuance of an award.The Project includes the following Work:The Work generally includes all materials, labor and equipment necessary for the replacement of approximately 7,325 lineal feet of water main pipe with new 8 inch C-900 plastic pipe, including 93 services and 7 hydrants along Maple Avenue within Upper Southampton Township. The extent of the Work is described in the Contract Documents, Drawings, and Specifications.Obtaining the Bidding DocumentsAll project documents are available at no cost at PennBid (https://pennbid.bonfirehub.com).Pre-bid ConferenceA mandatory pre-bid conference for the Project will be held on Wednesday, March 4, 2026, at 10:00 a.m. at 645 Street Road, Southampton, PA 18966 Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.Instructions to BiddersFor all further requirements regarding bid submittal, 10% bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.Funding agency requirements that are applicable but not limited to this project include: Davis Bacon Act Federal Wage Rates, and American Iron and Steel requirements of P.L. 113-76, the Consolidated Appropriations Act of 2014.Attention is called to the fact that Davis Bacon Act federal wage rates must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, gender, creed, color, sexual orientation, gender identity or expression, or in violation of the Pennsylvania Human Relations Act (PHRA) and applicable federal laws, against any citizen of this Commonwealth who is qualified and available to perform the work to which the employment relates. Each Bidder and their subcontractors are required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012.Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be from steel made in the United States. Any and all of the iron and steel, manufactured products and construction materials used in the project will be produced in the United States in a manner that complies with American Iron and Steel Act.Bidder agrees to comply with all federal requirements applicable to the assistance received (including those imposed by the Infrastructure Investment and Jobs Act (“IIJA”), Public Law No. 117-58, if applicable), as may be amended and, any other applicable statute, regulation, guidance, directive, policy or procedure, and any amendment thereto, that may be approved, adopted, enacted or promulgated by the federal government.The Upper Southampton Municipal Authority hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received.Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date.USMA is an Equal Employment Opportunity Employer.
