    Description

    The Contract will generally include 2-inch depth of 9.5 mm temporary longitudinal and lateral trench excavation paving (10,000 LF/450 TONS), 9 each mobilizations for temporary paving, 6-inch depth of 19 mm permanent longitudinal and lateral trench excavation, and paving of seven roadways (10,000 LF/1,710 TONS), 38 each water main repair patches in Township roads consisting of 4 inches of 25 mm, 1.5 inches of 19 mm and 1.5 inch of 9.5 mm permanent paving, 7 ea. water main repair patches in State highways consisting of 5 inch of 25 mm, 2.5 inch of 19 mm and 1.5 inch 9.5 mm permanent paving. State Highway SR 0263 restoration of 8-inch depth doweled H.E.S. concrete base course and 2 inch 9.5 mm wearing course at the intersection of York Road and Lavera Road. The replacement of all pavement markings and traffic control of State and Township roadways.The Contract will also include two roadways in the speedway section (25-1) of the Township requiring 6-inch of 19 mm permanent longitudinal and lateral trench excavation and paving (5,635 LF/900 TONS) and traffic control.All bids must include lump sum or unit prices to be considered for award by the Authority at their option after review of the bid amounts.Bids must be made on the forms furnished by the Authority and must be accompanied by a certified check, bank draft, or bid bond issued by a surety company licensed to conduct business in the Commonwealth of Pennsylvania, in the amount of at least ten percent (10%) of the total price bid made payable to the Authority.All work and materials shall be in accordance with PennDOT Standards and Specifications.Bids must be accompanied by a completed Bid Form, Bidder’s Qualification Statement, electronic copy of Bid Bond, executed Non-Collusion Affidavit, Public Works Verification Form, and fully executed Contractor/Subcontractor Responsibility Certification Form and required attachments which certifies that the Contractor and Subcontractors meet the requirements of Warminster Municipal Authority’s Second Amended Responsible Contractor Resolution No. 24-1. As a result, journeyperson worker(s) who have successfully completed a Class A Apprenticeship Program or apprentices registered in such a program of the craft labor are required to construct the project. Failure to submit fully completed and executed Forms may be considered justification for rejection of the bid.The bidder’s attention is called to the fact that the Pennsylvania Prevailing Wage Act and the Pennsylvania Public Works Employment Verification Act apply to this Contract if the estimated cost of the project is in excess of $25,000. The successful bidder shall pay no less than the wage rates determined for the project area as set forth in the Contract Documents. The successful bidder must also ensure that employees, subcontractors and applicants for employment are (a) not discriminated against because of their race, color, religion, sex or national origin, or on any other basis on which discrimination is prohibited by any applicable federal, state or local laws and, (b) legally authorized to work in the United States.The project is subject to the terms of the Public Works Employment Verification Act (Act 127 of 2012). Completed and signed “Public Works Employment Verification Form” is required as a precondition to the award of the Contract and is to be submitted as part of the submission of the bid.The successful bidder will be required to furnish separate bonds with corporate surety issued by companies authorized to do business in the Commonwealth of Pennsylvania on the prescribed forms dated the date of the Contract, or separate Federal or Commonwealth chartered lending institution irrevocable letters of credit in a form accepted and approved by the Authority, or separate restrictive or escrow accounts with such lending institutions pursuant to an escrow agreement accepted and approved by the Authority, each equal to one hundred percent (100%) of the Contract amount, to secure (a) the faithful performance and maintenance of the Contract; and (b) the prompt payment of materials and labor.Bidders are advised that all applicable provisions of the Occupational Safety and Health Act (Public Law 91-596, dated December 29, 1970, latest revision) shall be strictly adhered to on this project.Award of Contract, if a contract be awarded, will be to the lowest responsible bidder, but the Authority reserves the unqualified right to reject any or all bids and to waive any informalities. The Authority also reserves the right to delete any “item” or portion of an “item” contained in the Contract at its discretion, once bids are received.Prior to awarding the Contract, bids may be held by the Authority for a period not to exceed sixty (60) days from the date of the bid opening for the purpose of reviewing the bids and investigating the qualifications of bidders. During this period, no bid may be withdrawn. Please note, the permanent trench paving on Maple Street and Nemoral Street must be completed by April 24, 2026. In addition, the 2” temporary trench paving portion of the contract is an on-demand as needed basis. All other work must be completed by September 1, 2026.
