    SEALED BIDS are invited by the undersigned under the terms and conditions contained within the Contract Documents for the project described as the 2026 Warwick School District – Lititz Elementary School Fence & Concrete Cap Replacement and Block Repair Project (or “Project”), 20 South Cedar Street, Lititz, PA 17543, for the Warwick School District, 301 West Orange Street, Lititz, PA 17543.BIDS are invited on a lump sum basis for the Warwick School District for the following work:CONTRACT NO. 1 – General Construction ContractPROJECT LOCATION: All Fencing at the rear of the Lititz Elementary School Building, adjacent to Juniper Lane, Lititz, PA. See attached Drawing Layout Plan – SP-04 for location on site.SCOPE OF WORK:Project consists of the ‘turnkey’ removal and replacement of all site fencing and all fencing and concrete caps on existing retaining and block walls in order to accomplish the following work and goals:• Remove all existing metal fencing, concrete wall caps and related flashing etc. in order to facilitate new installations. • Base Bid-Option A : Remove and Replace all (approximately 235) concrete wall caps and related flashing with new precast concrete caps and cap flashing with new fence embedded into metal sleeve installed into first course of existing concrete block (see Base Bid-Option A Detail). o Base Bid-Option A Alternate #1: Provide Add/Deduct price to leave all existing fencing installed directly into the ground and powder coat paint to match the rest of the new fencing assuming Base Bid-Option A is selected. • Option B-Alternate #2: Provide price to remove and replace all (approximately 235) concrete wall caps and related flashing with new precast concrete caps and cap flashing with new fence installed with fence posts welded to a 5” x 5” plate to be bolted to the top of the new concrete caps. (see Option B-Alternate #2 Detail). o Alternate #3: Provide Add/Deduct price to, in lieu of replacing the fencing with new fence, while maintaining the finish height of the existing fencing, cut the bottom +/- 4” – 6” of the existing fence and weld to 5” x 5” plate, per Option B. Contractor shall include in its price to also powder coat paint the modified fencing.o Alternate #4: Provide Add/Deduct price to leave all existing fencing installed directly into the ground and powder coat paint to match the rest of the new fencing assuming Option B-Alternate #2 is selected. • Alternate #5: Provide Add/Deduct Price to provide a color additive to the new concrete caps. (applies to Base Bid-Option A and Option B-Alternate #2). • Include inspection of existing split face block retaining walls for structural deficiencies and repair as needed. • All newly furnished fence to be 42” industrial grade flat top ornamental picket with 3” x minimum .125 aluminum posts secured to wall. • All penetrations to be sealed with industrial grade sealant specified by manufacturer. • Contractor shall engineer and provide a sealed drawing(s) sealed by a PA Commonwealth Design Professional for code approval and obtain code approval and permit (permit fee paid by Owner). • Shop Drawings shall be provided. • Work on site shall be performed between June 10th and August 15th, 2026 and coordinated with Owner. Subject to successful bidding, Owner intends to award the Project at its February 17, 2026 Board Meeting.BIDS SHALL INCLUDE:• Bidder shall upload a detailed proposal with a Lump Sum Base Bid Price to complete the Project Scope of Work and a corresponding alternate deduct/add price to replace the existing concrete caps with a cast-in-place concrete cap and a corresponding alternate to fasten the fence with a welded plate. • Demonstration of Bidder’s qualifications and success in delivering similar projects (A305 form).SEALED BIDS shall be submitted electronically via the PennBid Program no later than 11:00 A.M. prevailing time on Friday, February 6, 2026, at which time they will be publicly opened at Warwick School District, 301 West Orange Street, Lititz, PA 17543, with the results made available immediately on PennBid..BIDS must be accompanied with all documentation as required by the Instructions to Bidders and PennBid Bid forms. Proposal security shall accompany each proposal submitted in the form of a Bid Bond executed by an acceptable surety company uploaded to PennBid and other required documentation, or a certified check, certified bank treasurer's check or bank cashier's check in an amount equal to 10% of the total amount of the proposal, that is, Base Bid. If a certified check is being used as bid security, the certified check must be delivered to Warwick School District (301 West Orange Street, Lititz, PA 17543) in a sealed opaque envelope marked with the bidder’s name, project name, contract name and bid opening date.Bids must remain in force for sixty (60) days after the date of the bid opening. The successful bidder will be required to furnish Performance and Payment Bonds each in amounts equal to 100% of the contract price.Bid Documents will be available starting January 20, 2026, at no cost via PennBid at https://pennbid.bonfirehub.com. Questions regarding this solicitation shall be submitted via the “Messages/Vendor Discussions” feature within PennBid.PROSPECTIVE BIDDERS are advised that this Project will be subject to and governed by provision of Pennsylvania Prevailing Wage Act, including amendments and supplements thereto. Bidders shall prepare their Bids after giving consideration to the applicability of said Pennsylvania Prevailing Wage Act to the work involved.There shall be No Pre-Bid Meeting.
