    As requested by the Parks & Recreation Division (hereinafter, the “Division or Department”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Invitation to Negotiate (hereinafter, “ITN”) with the intent of obtaining proposals from interested and qualified Proposers in accordance with the terms, conditions and specifications stated herein, in the Solicitation and/or attachments. The Proposers, at a minimum, must achieve the requirements of the Specifications, Scope of Services or Scope of Work stated herein. All references to “Proposer” are also referred to as “Consultant,” “Firm,” “Offeror,” “Contractor,” and “Vendor.”

    Background

    Sugden Regional Park is a waterfront park that boasts a beautiful view of Lake Avalon with one of Collier County’s only freshwater beaches. At Sugden Regional Park, water skiing and sailing classes for able-bodied and special needs individuals are offered throughout the year, including individual and group classes, and summer camp programming. The team at Sugden Regional Park hosts an extremely popular summer camp programming specifically for water skiing and sailing instruction. County resources are not capable of hosting expanded opportunities for instruction on the lake; however, the County is dedicated to providing best-in-class recreation instruction and opportunities to the community. This opportunity opens the door for new ideas for community engagement with a long-term partnership. As such, proposers are encouraged to incorporate additional services to the extent possible:


    • Rentals-Paddle Board, Canoe, Kayak
    • Classes-Water Safety, Kayak Class, Fishing
    • Events-Races, Fishing Tournament
    • Features-Obstacle Course Floating
    • Wellness-Paddleboard, Yoga, Volleyball
    • Instructional and Fitness Classes on the Lake

    All services shall be conducted at Sugden Regional Park located at: 4284 Avalon Drive, Naples, FL 34112

    The resultant awarded Agreement does not grant exclusive possession or exclusive operational rights over the location and property. The County may permit concurrent activities, programs, or third-party access as deemed appropriate.
