    Request for Information Contract Management Solution (CMS) VA-26-00066426 Introduction This Request for Information (RFI) is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. The North American Industry Classification System (NAICS) for this requirement is 541512 with a size standard of $34 million. Requirements: VA is seeking information on modern CMS capabilities and associated services that can deliver end to end, enterprise-wide acquisition lifecycle management. The CMS should provide an integrated, automated, and data driven acquisition ecosystem that supports requirements development, collaboration, acquisition planning, pre award, award, post award administration, and contract closeout across VA's acquisition community. The solution shall include enterprise contract writing, document generation, and process workflow capabilities related to acquisition lifecycle management (e.g., lease agreement management, vendor management, order management, post-award management, requirements collaboration, ratification management, ordering officer management, contract catalog capabilities, workload management, FITARA approval, audit and compliance, reporting and analytics, access control, usability and workflow configuration, and data integrity and compliance) operating within a single, integrated acquisition ecosystem. The Contractor shall provide all services required to plan, configure, integrate, test, deploy, operate, maintain, and enhance the CMS in accordance with VA policy, applicable federal laws and regulations, and VA enterprise IT governance, including program and project management; requirements elicitation and traceability; business process modeling and human-centered design; system architecture and solution design; configuration and limited customization; interface analysis and development; data management and migration; testing and quality assurance; training and change management; and ongoing operations, maintenance, and user support. VA is specifically interested in solutions that leverage SMART AI capabilities to improve accuracy, decision support, data quality, and productivity. Examples include data validation, automated document generation, intelligent routing and approvals, natural language search, predictive analytics, and workflow automation. In addition to capability statements, VA is seeking questions on the attached System Design Document and architecture documentation based on our current environment. This RFI is a follow-on to the announcement made on RFI 36C10B26Q0059 published on April 15, 2026. The requirement 36C10B26Q0059 has been pulled back to an FY26 award. Submittal Information: There is a page limitation for this RFI of 8 pages. The Government will not review any other information or attachments included, that are in excess of the 8 page limit. NO MARKETING MATERIALS ARE ALLOWED AS PART OF THIS RFI. Generic capability statements will not be accepted or reviewed. Your response must address capabilities specific to the services required in the attached PWS and must include the following: a. Corporate experience or expertise in performing these services and specific examples or references. Specific examples or references provided must include the agency, point of contact, dollar value, and contract number.
