    Description

    The City of Doral is soliciting Proposals for Broker-Agent of Record for Employee Health Benefits and Insurance Services (the “Services”) from qualified and experienced insurance brokerage firms. The detailed scope, requirements, and expectations for the Services are set forth in the "Scope of Work" section of this Request for Proposals (RFP). The selected Proposer (the “Successful Proposer”) shall be responsible for providing comprehensive brokerage and consulting services to support the City’s employee health benefit programs, which currently serve approximately 500 full-time employees and eligible retirees. The Successful Proposer shall demonstrate the capacity to deliver a high level of professional service, technical expertise, and responsive support. Services shall include, but are not limited to, strategic planning and advisory services related to the design, marketing, and negotiation of cost-effective employee benefit plans and programs, as well as the implementation, administration, and ongoing servicing of such plans.     • Understanding and Responsiveness to Scope of Services (50 pts)

      This criterion evaluates the Proposer’s demonstrated understanding of the City’s requirements and the extent to which the Proposal is complete, thorough, and exhibits a comprehensive, well-structured response to the Scope of Services outlined in this RFP; demonstrate insight into the City’s objectives; and present innovative, value-added approaches that enhance service quality, cost-effectiveness, and overall program performance.

    • Qualifications & Relevant Experience (25 pts)

      This criterion evaluates the Proposer’s past performance, as evidenced by client references, case studies, and examples of comparable engagements. Emphasis will be placed on demonstrated success in areas such as strategic plan design, cost containment, vendor negotiations, regulatory compliance, implementation, and ongoing account management.

    • Cost/Price Proposal (15 pts)

      This criterion evaluates the reasonableness, competitiveness, and overall value of the Proposer’s cost/price proposal in relation to the Services to be provided. Proposals will be assessed based on the clarity, completeness, and transparency of the pricing structure, including all fees, commissions, and any other compensation associated with the Services.

    • Stakeholder/Customer Engagement & Accessibility (10 pts)

      This criterion evaluates the Proposer’s approach and ability to provide best in class customer service with clear, proactive communication and meaningful engagement strategies that support City employees in understanding and utilizing their health benefit plans and programs. This includes the firm’s approach to employee education, enrollment support, ongoing communications, issue resolution, etc.
