    NOTICE OF ADVERTISEMENT FOR BIDS:Floyd Park Stormwater Basin Improvements – Funding provided by DCED and DELCO Greenways GrantsFloyd Park Stormwater Basin Improvements – Scope of work includes stormwater basin improvements including site clearing, earthwork, erosion control, and installation of drainage and other concrete structures. Work also includes construction of a rain garden system, retaining wall and fencing, and final site restoration.Public notice is given that sealed bids/proposals will be received online via the PennBid Program by Borough of Colwyn by April 7, 2026 until 4:00 PM prevailing time.Bidders are required to submit a surety in the form of a bond or equivalent meeting 10% of the overall bid price in compliance with the contract documents. Bid bonds will be returned to the non-awarded bidders upon the execution of the contract. The successful Bidder shall also be required to provide a Payment and Performance Bond in an amount of one hundred percent (100%) of the Contract amount within ten (10) calendar days of receipt of written notice of acceptance of the Bid. A Maintenance Bond is required for a period of 12 Months from project completion at 15% of the cost of improvements.There is no physical public bid opening for this project, bids will be revealed via the PennBid website.The Successful Bidder who is awarded the contract, will be required to pay “PennBid” a fee of 0.0033% (⅓ of 1 percent) up to $6,000 of the contract award value. All interested parties must submit questions via PennBid website (https://pennbid.bonfirehub.com/login) by the posted deadline. Bidders are not permitted to contact the Borough Engineer or staff directly.The bidders are made aware that the project is subject to PA Prevailing Wage Requirements.The contract documents contain all pertinent regulations.
