    Description

Greenwood County (owner) invites proposals for qualified individuals or companies to conduct a county-wide Employee Compensation and Classification Study for approximately 157 job descriptions. Also included in the compensation survey will be updating the current pay grade scale in Greenwood County's format, by grade to include classes and salary range. Separate grades are required for Department Heads.

The purpose of this study is to:

    1. Attract and retain qualified employees.
    2. Ensure positions performing similar work with essentially the same level of complexity, responsibility, knowledge, skills and abilities are classified together.
    3. Provide salaries commensurate with the assigned duties.
    4. Clearly outline promotional opportunities and provide recognizable compensation growth.
    5. Provide justifiable pay differential between individual classes.
    6. Maintain a competitive position with both comparable government entities and private employers within the same geographical area.

Accurate, defensible market data is critical to ensure the resulting classification and compensation plan is competitive, equitable, and aligned with current labor market conditions.

All work will be done with the regular involvement of the Human Resources Director, the Human Resources Generalist, and the County Manager, as needed. Department heads and key personnel will be involved as necessary. Regular presentations and meetings with these individuals or groups incorporating their input into the process are required. A presentation to County Council upon completion is also expected.
