The Washington Suburban Sanitary Commission, MD (the "WSSC Water"), is soliciting sealed responses for Consulting Services for FileNet to SharePoint Embedded Proof of Concept. Background
WSSC Water seeks to assess the feasibility of migrating from its legacy IBM-based document management infrastructure (DataCap and FileNet) to a modern, cloud-native architecture built on Microsoft technologies. This Proof of Concept (POC) will evaluate whether SharePoint Embedded, Azure-native services, and/or any modern front-end technologies can effectively replace existing capabilities while improving operational efficiency, user experience, and system integration.
WSSC Water currently relies on IBM DataCap for document capture and processing, and IBM FileNet for document management and workflow automation. As part of its digital transformation strategy, the organization is exploring a unified Microsoft ecosystem that can deliver equivalent or enhanced functionality while reducing vendor complexity and total cost of ownership.
This POC will validate the technical viability, user experience, integration capabilities, and operational readiness of a Microsoft-based solution stack through two integrated use cases:
- A modernized warehouse ordering system, currently implemented on FileNet, reimagined as a metadata-driven, workflow-enabled solution built on SharePoint Embedded and integrated with Oracle EBS using any modern front-end technologies, preferably React.
- A web-based scanning platform developed using any modern front-end technologies, preferably React, that utilizes Microsoft Azure Document Intelligence/Document Recognizer (or similar technologies but not IBM products) for intelligent document classification, metadata extraction, and validation, with secure export to SharePoint Embedded for storage, indexing, and retrieval.

Evaluation Criteria
- Technical Approach (40%): (40 pts) —
- Offeror shall submit a detailed approach to each use case and interface integration; please refer to the attachment of Warehouse and Scanning POC Use Cases.
- Quality of proposed architecture and alignment with the Scope of Work use cases; Scanning, and Integration strategy for Oracle EBS, SharePoint Embedded, and Azure Document Intelligence; and adherence to workflow and scanning best practices
- Relevant Experience (30%): (30 pts) —
Demonstrated delivery of similar Microsoft-based solutions (Scanning, Power Apps/ReactJS, SharePoint Embedded, Azure AI); and track record with utilities or public sector organizations.
- Web Application Development Experience
- Identify all experience in delivering professional services and support for web applications
- Identify modernized approaches using front-end technologies (preferably React)
- Document Intelligence Experience
- Identify all experience in delivering professional services and support for Microsoft Azure Document Intelligence (formerly Document Recognizer) or similar tools
- Documenting all experience with IBM tools relevant to WSSC's current environment, as identified within the solicitation
- Oracle EBS Inventory Module Experience
- Identify all key project staff members with supporting years of experience working with the inventory module in Oracle EBS (version 12.2.10 or higher)

- MINIMUM QUALIFICATIONS —
Each Offeror must meet the following minimum qualifications to be considered for the Award.
- Is your firm a Certified Oracle Partner? (required)

- Does your firm have a staff member who has a minimum of nine (9) months of experience providing professional services and support for SharePoint Embedded? (required)
- If yes, provide a summary of relevant experience for the proposed staff member and attach a copy of the proposed resume (required)
- Does the Offeror have at least five (5) years of experience delivering professional services and support for web applications using modern front‑end technologies? Preferably React. (required)
- If yes, provide the documentation necessary to show proof of experience. (required)
- Does the Offeror have at least three (3) years of experience providing professional services and support for Microsoft Azure Document Intelligence (formerly Document Recognizer) or similar tools? Experience with IBM tools will be considered only to the extent necessary to understand the current environment. (required)
