The following is a general outline of the scope of work to be provided by the Consultant. It is intended as a guide only, and the specific scope of work to be provided by the Consultant must be included in the proposal.While the requirements outlined in this Request of Proposal (RFP) are intended to be coherent, comprehensive, and inclusive of all elements necessary for an development of an improvement plan, and delivery of related services, consultants are encouraged to identify any subject, requirements, or procedures that may have been omitted or that may have been overlooked. The consultant shall include the cost of such items in the Cost Proposal.Similarly, any additional costs expended to complete the project shall be identified and listed separately in the proposal. The contract will be awarded based on respondent qualifications that are the most advantageous to the City. The City reserves the right to accept, reject, and evaluate any and all proposals and to change the scope of this RFP. Any proposal that is submitted becomes the property of the City. The City will not be liable for nor pay any costs incurred by the Consultant in preparation for a response to this RFP or any other costs involved, including travel.The selected Consultant shall provide all services necessary for preparing reports to obtain environmental compliance (Task 1), preparing complete PS&E (Task 2), processing and obtaining necessary permits (Task 3), providing bidding and construction engineering support (Task 4), and technical assistance with Caltrans compliance management (Task 5).The City expects the consultant to develop the project in the most cost-effective way to achieve the desired results based on their understanding of City and Caltrans/FHWA procedures.The Consultant shall submit proposal electronically through the City of Industry PlanetBids vendor portal https://www.planetbids.com/portal/portal.cfm?CompanyID=29042, by or before 5:00 pm on Tuesday, May 19, 2026. No hard copy will be accepted.Task 1: Project ManagementMeet with City personnel and representatives from Caltrans and other jurisdictional agencies or organizations to discuss structural and operational concerns, project schedule, Project Development Team (PDT) meetings, progress reports, LAPM Compliance, and public outreach. Multiple meetings may be necessary to gain their input. The consultant will assist the City by coordinating these meetings, making presentations, and compiling the results.This task includes attending meetings, preparing invoices, budget oversight, creating and updating a “critical path” project schedule, general project coordination, and quality control/quality assurance (QA/QC) program.TASK 2: Environmental Compliance ReportThe Consultant shall prepare all environmental documents for full compliance with both NEPA and CEQA.Typical environmental tasks include, but are not limited to:1) Compile and review existing documents, data, and information2) Recommend the type of document needed3) Prepare Preliminary Environmental Study4) Prepare final documents and copies for distribution, including Mitigation and Monitoring Plan, if appropriate5) Obtain all necessary regulatory permits and approvals.The proposal shall list the items and quantities to be delivered during the environmental phase as necessary to complete the work.TASK 3: Prepare PS&EPreliminary EngineeringField Survey: The City will provide the topographic survey in CAD, including all project design reference points.Field Reconnaissance: Examine the project site to evaluate existing conditions. During the field visit, photos of general conditions and features or issues requiring special attention shall be taken and maintained in photo logs. All photos shall have a written description. Consultant shall perform all required utility research and coordination as required. Consultant shall contact all utilities by written correspondence to determine existing utility line locations. This entails sending at least three (3) utility notification letters to utility agencies. Consultant shall provide copies of all correspondence to and from regulatory and utility agencies. Consultant is to provide research (including sub-surface potholing and overhead clearance) as required to complete any removal, relocation, and adjustment to any existing utility facilities or adjust design where conflicts are anticipated. All existing utility facilities shall be shown on the plans, and any probable conflicts shall be noted. Consultant shall document this work and any regulatory or utility issues that need to be addressed.Preliminary Design: Consultant shall develop 30% preliminary plans and estimates, alternative detailed alignments, and typical sections, including all necessary work to allow construction of the proposed improvements. Under this task, Consultant shall research any and all public records available that demonstrate ownership of the right-of-way necessary to construct the proposed improvements. Consultant shall present preliminary alternative design concepts to the City staff. Once the City approves the preliminary concept, the Consultant will proceed to final engineering.Public Outreach:Public Outreach shall be conducted by the consultant following approval of the preliminary design. The awarded consultant shall provide renderings to support community engagement efforts and will attend up to two (2) outreach meetings.Final EngineeringPlans: The consultant's project plans shall include sets of plans at the 60%, 90%, and 100% levels. The plans shall accurately indicate all identified and affected existing utilities. The Consultant shall coordinate each submittal with the City, Caltrans, and any other agency that might have a stake in the project.The plan submittal and specifications must be provided in electronic copy (PDF) on a flash drive. The CAD files, including all topographical data, topographical surfaces, points, alignments, sites, corridors, and pipe networks, must be in AutoCAD Civil 3D 2018 or a comparable format. Standard Caltrans abbreviations shall be strictly used throughout.Specifications: The consultant shall prepare Special Provisions relevant to the Project that will be used by the City to advertise and construct the project. Three hard copies and one electronic copy (PDF) on a flash drive of Special Provisions shall be delivered to the City after 100% of the plans are completed and signed by the professional engineer.All construction shall be per the latest Standard Specifications for Public Works Construction (SSPWC), the latest Caltrans Standard Plans/Specifications, the latest Standard Plans for Public Works Construction (SPPWC), the latest Manual of Uniform Traffic Control Devices (MUTCD), the latest Los Angeles County and City of Industry Standards, as appropriate.Estimate: The project estimate prepared by the Consultant shall use Caltrans standard bid item descriptions wherever possible. After the engineer signs 100% of the plans, three (3) hard copies and electronic copy (PDF) on a flash drive of the final signed and stamped engineer’s estimates shall be delivered to the City.TASK 4: PERMITSConsultant shall identify any permits needed, including a permit from Categorical Exemption; NEPA Categorical Exclusion; U.S. Army Corps of Engineers (USACE) Section 404, 408, and California Department of Fish and Wildlife (CDFW) Section 1602; City of La Puente Permit, Los Angeles County Flood Control District Notes: Encroachment Permit, City of Industry Permit (No fees) and process the application(s) for the permit. The City will reimburse for any associated permit fees. Consultant shall determine the best timing for permit applications to keep permit costs as low as possible while still obtaining permits in a timely fashion.TASK 5: BIDDING AND CONSTRUCTION SUPPORTAs part of the proposal, the consultant shall include bid support services, which consist of assisting the City in responding to all Requests for Information during the project advertisement phase.As part of the proposal, the consultant shall include services for engineering construction support. These services include responding to all Requests for Information (RFI), altering project plans to address any design flaws or inconsistencies, attending the pre-construction meeting, consulting with the construction contractor, and preparing record drawings.As-built record drawings shall reflect change orders, accommodations, and adjustments to all improvements constructed. Prior to accepting the As-Built Plans, City staff will review the Record Drawings and confirm that they reflect what has actually been constructed. Electronic files of the As-Built drawings (in standard PDF) and CAD (DWG) shall be provided.The consultant can assume that the City would be hiring a separate consulting firm to perform resident engineer and inspection work. The consultant should indicate any interest they may have in providing these services.TASK 6: CALTRANS COMPLIANCE MANAGEMENT ASSISTANCEThe consultant will provide technical assistance as needed for the City to complete the required Caltrans forms to obligate the funds for construction. The consultant can assume that a separate consulting firm retained by the City will perform the required Caltrans compliance management.
