Proposers shall clearly describe the scope of services proposed, including a detailed explanation of their overall approach, methodology, and work plan for delivering the Recognized Travel and Development Soccer Program.
Proposers must include a brief narrative explaining why their proposed approach and work plan are the most effective and beneficial to the City of Coral Springs. This explanation should address the proposer’s ability to deliver high-quality programming, ensure participant safety, promote player development, maintain operational efficiency, and demonstrate a proven track record of successful program implementation.
This section of the Proposal should briefly introduce and give a description of the organization, including the size, range of activities, etc. Particular emphasis should be given as to how the organization’s experience and expertise in the area of providing a Recognized Travel and Development Soccer Program may be brought to bear on the proposed work. Describe the organization’s experience and provide a list and description of travel and development soccer program.
Also, identify key personnel roles and responsibilities along with an organizational chart. Resumes of key personnel should be provided with emphasis being given to their training, skills, relevant qualifications, certifications, and experience in managing a comparable travel and development soccer program.
Organizational experience delivering comparable programs for other municipalities or similar entities.
Provide a minimum of two (2) references of similar size and scope that were satisfactorily performed within the last three (3) years, governmental references are preferred.
For each engagement provide a completed Reference Verification Form from the companies or governmental agencies that the services were provided to.
Proposers must clearly demonstrate how their organization will incorporate the City’s name and identity into all aspects of the travel soccer program to ensure it is immediately recognizable as a City-based program and reflective of the highest standards of quality, professionalism, and community pride.
Proposers shall also clearly state their commitment to which option or options they would collaborate with the City in regards to branding and program identity. Additionally, proposers must include a transition plan to transferring the name and branding to the City or a third party in the event the proposer is selected and in the future loses their status as a recognized program.
Proposers shall provide a detailed description of their proposed program design for a Recognized Travel Soccer Program. The proposal should clearly demonstrate how each tier is structured to meet the needs of participants at varying skill levels and ages, while supporting long-term player development and program sustainability. Please highlight which leagues your organization is a part of for competitive play. Please refer to pyramid in Exhibit A. If there are comparable leagues in which you participate, provide information for consideration.
The program design should address, at a minimum: player evaluation and placement processes; coaching philosophy and curriculum; practice and game schedules; league and tournament participation; progression pathways between program tiers; and methods for ensuring consistency, quality, and safety across all levels.
Proposers should explain how their tiered program model will maximize participation, promote skill development, and provide a positive and inclusive experience for both youth and adult participants, while aligning with the goals and expectations of the City of Coral Springs.
Proposers shall describe innovative strategies, tools, or methodologies they will implement to enhance program delivery, participant experience, and overall program effectiveness. This may include, but is not limited to, the use of technology, unique training methodologies, partnerships, or creative programming approaches that differentiate the proposer’s services.
Proposers shall also outline their approach to community engagement, including strategies to promote participation, foster inclusion and diversity, build positive relationships with participants and families, and collaborate with local schools, organizations, and community stakeholders.
Proposals will be evaluated on the proposer’s ability to demonstrate meaningful community impact, responsiveness to community needs, and alignment with the City of Coral Springs community-building goals.
Proposers shall clearly describe their communication strategies and protocols for effectively coordinating with the City, participants, parents/guardians, coaches, officials, and other stakeholders. The proposal should outline methods for disseminating timely and accurate information regarding program schedules, registrations, policies, changes, and emergency notifications.
Proposers should also address their approach to customer service, issue resolution, and feedback management, including processes for handling inquiries, complaints, and conflict resolution. Proposals will be evaluated on the clarity, consistency, responsiveness, and effectiveness of the proposer’s communication practices, as well as their ability to maintain transparency, professionalism, and positive stakeholder relationships throughout the duration of the Recognized Travel and Development Soccer Program.
Proposers shall submit a detailed financial proposal that clearly outlines all costs, fees, revenue-sharing structures, and pricing associated with the delivery of a Recognized Travel and Development Soccer Program. The proposal should demonstrate financial transparency, cost-effectiveness, and long-term sustainability of the program.
Proposals will be evaluated based on overall value to the City of Coral Springs, including the reasonableness of proposed fees, affordability for participants, financial stability of the proposer, and the proposer’s ability to deliver high-quality services while maximizing benefits to the community. Consideration will also be given to innovative pricing models, scholarships or financial assistance options, and cost-control measures that support equitable access and fiscal responsibility.
In accordance with section 2-302 and 2-307 of the City of Coral Springs Purchasing and Procurement Code a proposer with a physical business location within the municipal boundaries of Coral Springs, Florida shall be granted a preference in the amount of five (5) points with submission of a valid City of Coral Springs business tax license.
The Local Preference form as well as the City of Coral Business Tax License must be received by the City at the Time bids are due in order to qualify for the points.
For the interview process. the Evaluation Committee will score based on the overall value of the Proposer’s response. The Evaluation Committee will score responses from “1” being the highest ranked proposer, “2” for the second highest ranked proposer, and so on, for the total number of responses under consideration. The Proposer with lowest combined score will be deemed as the highest ranked proposer.

A: If we collect fees, the city will handle processing fees.

A: Revenue sharing applies to registration charged. Typically other fees such as a tournament are paid as the season progresses and city will not collect a fee.

A: The vendor will be handle these situations.

A: The city is in the process of being able to provide this service. Once the process is finalized we will know the cost if any. The goal of the city is to make this as affordable as possible.

A: Immediately and fully implemented in time to allow for next season to begin without negative impact.

A: This will depend on the situation and timing of transition. The overall goal is to not have players impacted negatively if a change in vendor is necessary.

A: The contract/agreement will operate under CS sports policy and not have any limitations on number renewals. The Parks and Rec director will have the authority to make any changes.
