    Description

    The City of Norfolk (the “City”) is seeking a responsible vendor to provide exclusive rights to provide beverage service within Attucks Theatre, Harrison Opera House, Chrysler Hall, Scope Arena and Scope Arena Exhibition Hall (the “Facilities”). Additional facilities may be added throughout the duration of agreement, as required by the City.

    Background

    Scope Arena is the largest capacity arena in south Hampton Roads, Virginia.  With capacity of over 12,000 attendees, it hosts large marquee artist concerts, East Coast Hockey League (ECHL) games, the circus, spectacle-type events, Mid-Eastern Athletic Conference (MEAC) Basketball Tournament, the Virginia International Tattoo and other family entertainment events.  The Exhibition Hall serves “floor” shows and special events ranging from gun shows, bridal shows to gaming experiences.  Chrysler Hall is the region’s largest performing arts theatre and seats 2,500 attendees for comedy events, concerts and a wide range of performing arts events hosted by acclaimed resident companies, including the Virginia Arts Festival, Virginia Symphony, Jam Theatrical Broadway Series, Richmond Ballet, and Norfolk Forum.  The total number of events for the Facilities is approximately 360 per year with attendance for all events at approximately 524,000 attendees, however, no specific number of events or attendance levels are guaranteed under the resulting agreement.

    Evaluation Criteria

    • Experience (15 pts)

      Offerors shall fill out Attachment I – Experience to show five experiences in the last five years providing the same or similar facility management and event industry services.

    • Approach and Capacity (25 pts)

      Offeror shall detail the proposed approach to provide the requested services and capacity of current or future staff to meet the demands of the City. Include at a minimum the following information:

        1. An organizational chart that identifies the role and position of staff assigned to manage and serve the contract.
        2. A brief summary of proposed staff’s credentials and experience, showcasing how each individual has successfully approached services and the fulfillment of their obligations. The summary shall not exceed one (1) page per staff member.
        3. Describe payroll system utilized and proposed billing rates for each position described.
        4. Provide names of subcontractors. Include the following information for each proposed subcontractor:
          1. Each subcontractor’s area of expertise and a description of how they will be used in performance of the services;
          2. A one (1) page resume for each proposed subcontractor staff assigned to this proposal/contract.
        5. Specify requirements for product signage (other than menu boards).
    • Product Pricing (30 pts)

      Provide a preferred pricing model, to include pricing increase structure for the additional renewal periods.

      Provide pricing in Attachment H – Pricing Table. Pricing shall be provided for five (5) or ten (10) years, as indicated.

      Indicate flexibility on product purchase and pricing, if any, is available to the City’s current food and beverage vendor.

    • Exclusive Pouring Rights (25 pts)

      Propose pricing for initial payment (upfront funding) upon execution of the Agreement.

      Propose annual pouring rights fees due to the City.
