What is a federal contracting officer?

A contracting officer (CO) is a federal employee with the legal authority to enter into, administer, and terminate contracts on behalf of the U.S. government. Their authority is delegated through a Contracting Officer's Warrant.

How do contracting officers receive their authority?

COs receive a written warrant (SF-1402) from an agency Head of Contracting Activity (HCA), specifying the dollar threshold and contract types they are authorized to award. Warrants are issued only after FAC-C certification.

What's the difference between a PCO, ACO, and TCO?

A Procuring Contracting Officer (PCO) awards contracts. An Administrative Contracting Officer (ACO) manages contracts after award. A Termination Contracting Officer (TCO) handles terminations for convenience or default.
