    FAR 4.1001Policy.

    Plain-English Summary

FAR 4.1001 states the basic policy for structuring procurement instruments so procurement data is accurate, traceable, and usable. It requires supplies and services to be identified as separately identified line items, and when needed, subline items. The section explains what line items are for: defining deliverables and organizing information about deliverables, including characteristics such as pricing, delivery, and funding information. It also explains what subline items are for: subdividing a line item into unique subsets to make administration easier and to distinguish characteristics like color, size, delivery date, destination, or place of performance. A key practical point is that when a line item has deliverable subline items, the parent line item becomes informational rather than itself a deliverable. In practice, this policy drives how contracts, orders, and other procurement instruments are written, tracked, billed, delivered, and administered.

    Key Rules

    Use separate line items

Procurement instruments must identify supplies or services as separately identified line items. This is the baseline structure for procurement data and is intended to improve accuracy, traceability, and usability.

    Line items define deliverables

Line items are used to define deliverables or organize information about deliverables. Each line item should describe key characteristics of the item purchased, such as pricing, delivery, and funding information.

    Subdivide when needed

A line item may be broken into subline items when that helps administration. Subline items are optional, but they are used to separate unique subsets of the line item for clearer management and tracking.

    Subline items distinguish details

Subline items are used to differentiate characteristics within a line item, such as colors, sizes, delivery dates, destinations, or places of performance. They help distinguish one subset of the requirement from another.

    Informational parent line item

If a line item has deliverable subline items, the parent line item is informational. In that case, the actual deliverables are the subline items, not the top-level line item itself.

    Subline items also define deliverables

Like line items, subline items are established to define deliverables or organize information about deliverables. They are not merely administrative labels; they are part of the procurement structure used to manage performance and data.

    Responsibilities

    Contracting Officer

Structure procurement instruments with separately identified line items and, when appropriate, subline items. Ensure the line-item structure clearly reflects deliverables and includes needed pricing, delivery, and funding information for administration and traceability.

    Contractor

Read and perform to the line-item and subline-item structure as written. Use the identified line items and subline items for pricing, delivery, invoicing, and performance tracking, and do not assume a parent line item is a deliverable when deliverable subline items exist.

    Agency/Procurement Staff

Prepare procurement data in a format that supports accurate recording, tracking, and reporting. Use line items and subline items consistently so the instrument can be administered, audited, and analyzed effectively.

    Practical Implications

    1

Line-item structure affects how the government orders, receives, pays for, and tracks work, so unclear itemization can create administration problems.

    2

If a requirement has multiple variants, locations, or delivery dates, subline items may be needed to avoid confusion and to support accurate performance tracking.

    3

A common pitfall is treating the parent line item as the deliverable when the actual deliverables are the subline items; that can cause billing and acceptance errors.

    4

Another pitfall is overusing or underusing subline items: too few can hide important distinctions, while too many can make the instrument hard to manage.

    5

Contractors should verify that pricing, delivery, and funding align with the exact line-item or subline-item structure before performance begins.

    Official Regulatory Text

In order to improve the accuracy, traceability, and usability of procurement data, procurement instruments shall identify the supplies or services to be acquired as separately identified line items and, as needed, subline items. (a) Line items are established to define deliverables or organize information about deliverables. Each line item describes characteristics for the item purchased, e.g. , pricing, delivery, and funding information. (b) Each line item may be subdivided into separate unique subsets (called subline items) to ease administration. If a line item has deliverable subline items, the line item is informational. Subline items differentiate between or among certain characteristics of the line item, such as colors or sizes, dates of delivery, destinations, or places of performance. Subline items are established to define deliverables or organize information about deliverables.
