Solicitation and receipt of proposals.
FAR 53.215-1 tells contracting personnel which standard forms and optional forms may be used when soliciting and awarding negotiated procurements. It covers the use of SF 26, SF 30, SF 33, OF 17, OF 307, OF 308, and OF 309, and it ties each form to the related procedures in FAR Part 15 and the form prescriptions in FAR Part 53. The section also makes clear that these forms are for contracting by negotiation, but not for construction, architect-engineer services, or acquisitions using simplified acquisition procedures. In practice, this provision helps agencies standardize how requests for proposals are issued, amended, labeled, received, and awarded, while preserving flexibility to choose the form that best fits the acquisition and award method. It matters because the wrong form, or using a form outside its authorized context, can create administrative confusion, protest risk, or documentation problems in the contract file. The section is essentially a cross-reference rule: it does not create new competition requirements, but it tells users which approved forms may be used for solicitation and receipt of proposals and for award/modification actions in negotiated acquisitions.
