FAR 53.300—Listing of Standard, Optional, and Agency forms.
Plain-English Summary
FAR 53.300 is the FAR’s master listing provision for forms that are used in federal acquisitions. It tells users where to find the Standard Forms (SF), Optional Forms (OF), and certain agency forms that the FAR specifically references for procurement and contract administration purposes, and it organizes those forms in numerical sequence. In practice, this section is a roadmap: it does not create substantive contracting requirements by itself, but it points contracting officers, contractors, and other acquisition personnel to the exact forms that must or may be used for actions such as solicitations, bids, awards, bonds, amendments, modifications, architect-engineer qualifications, subcontracting reports, vouchers, wage determinations, preaward surveys, inventory and settlement documents, and commercial product/service orders. It also identifies several agency-specific forms, including Department of Defense security forms and the Department of Labor payroll form, and tells users where to access them. The practical significance is that correct form selection and use affects solicitation validity, award documentation, bond enforceability, payment processing, labor compliance, property disposition, and contract closeout. Because the FAR cross-references these forms throughout other parts of the regulation, this section is essential for knowing which form applies and where to obtain the current version.
Key Rules
Use listed forms when FAR requires
This section identifies the Standard Forms, Optional Forms, and agency forms that the FAR specifies for acquisition use. When another FAR provision calls for one of these forms, the user must use the designated form rather than substituting an informal document.
Forms are organized by number
The forms are listed in numerical sequence to make them easier to locate and cross-reference. Users should rely on the form number and title to confirm they have the correct document for the required acquisition action.
GSA Forms Library is the primary source
Table 53-1 forms are available through the GSA Forms Library. Users should obtain forms from the official source to ensure they are using the current version and any required continuation sheets or related attachments.
Agency forms are separately identified
Table 53-2 lists non-FAR agency forms that are used in acquisition-related contexts, such as DD 254, DD 441, and WH-347. These forms are accessed through the websites provided in the table, not through the GSA Forms Library.
Continuation sheets are part of the form set
Several forms include continuation sheets or companion pages, and those are specifically listed as separate form numbers. Users must use the continuation sheet when the form requires additional space or when the FAR or form instructions call for it.
Form use supports multiple acquisition functions
The listed forms cover solicitation and award, bonds and surety, architect-engineer procurement, subcontracting reporting, vouchers and payments, wage determinations, preaward surveys, property reporting and disposal, settlement proposals, and commercial ordering. The section’s purpose is to centralize the forms that support these distinct procurement functions.
Responsibilities
Contracting Officer
Select and require the correct FAR-specified form for the acquisition action, ensure the current version is used, and verify that required continuation sheets, signatures, and attachments are complete before award, modification, payment, or closeout.
Contractor
Use the prescribed form when submitting bids, offers, bonds, vouchers, reports, settlement proposals, payrolls, or other required documents, and complete all required fields accurately and timely using the current official version.
Agency Acquisition Staff
Maintain access to the official form sources, apply the correct form in accordance with the applicable FAR citation, and ensure internal procedures and templates align with the forms listed in this section.
Surety or Guarantor
Complete and execute bond-related forms and consents of surety as required, ensuring the bond documentation matches the solicitation or contract requirement and any applicable penalty or coverage amount.
Department of Defense or Other Requiring Agency
Provide and use the applicable agency-specific forms, such as security classification or security agreement forms, when the acquisition or contract administration action requires them.
Department of Labor or Labor Compliance Personnel
Use the designated payroll form and related labor documentation when required for wage and labor standards compliance under the applicable contract clauses.
Practical Implications
This section is a reference point, not a standalone procedure, so users must pair it with the FAR clause or provision that actually requires the form.
Using an outdated form or the wrong form number can delay award, invalidate a submission, or create compliance problems in bond, labor, or payment processing.
Continuation sheets matter; omitting them when needed can make a submission incomplete even if the main form is correct.
Contractors should verify whether a form is a Standard Form, Optional Form, or agency form because the source and instructions differ.
Contracting officers should confirm that the form title matches the action being taken, especially for solicitations, awards, modifications, and commercial item orders where similar forms exist.
For security, payroll, and other agency-specific requirements, users must go to the cited agency website rather than assuming the GSA library contains the needed version.
