    About Historically Underutilized Business

    The Historically Underutilized Business Zone (HUBZone) program stimulates economic development and job creation in economically distressed communities by giving HUBZone-certified firms preferential access to federal contracts. Benefits include exclusive set-aside competitions, sole-source authority, and a 10% price evaluation preference in full and open competitions. HUBZone areas include rural counties, urban census tracts, qualified disaster areas, and Native American lands.

    Eligibility Requirements

    • Principal office must be located in a certified HUBZone area
    • At least 35% of employees must reside in a HUBZone
    • Must be a U.S. small business meeting SBA size standards
    • Must be at least 51% owned and controlled by U.S. citizens, Community Development Corporations, Native American tribes, ANCs, or CDCs
    • Must maintain accurate employment and location records at all times
