    About Veteran-Owned Small Business Set-Aside

    The VA's Veterans First Contracting Program reserves VA Department acquisitions exclusively for Veteran-Owned Small Businesses (VOSBs) and Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Under 38 U.S.C. § 8127, the VA is required by law to give first priority to SDVOSBs, then to VOSBs, before opening competition to other small businesses or large businesses. This program is separate from the government-wide SDVOSB program under FAR 19.14.

    • At least 51% owned and controlled by one or more honorably discharged veterans
    • Must be verified through the SBA's VetCert program (formerly VA CVE)
    • Must meet SBA small business size standards for the applicable NAICS code
