FAR 52.247-6—Financial Statement.
Plain-English Summary
FAR 52.247-6, Financial Statement, is a solicitation provision used in transportation and transportation-related services acquisitions to make sure offerors are ready to provide financial information if the Government asks for it. The provision requires an offeror, upon request, to promptly furnish a current certified statement of financial condition and any additional data the Government requests about the offeror’s operations. Its purpose is to help the Government evaluate financial responsibility and the offeror’s ability to perform the contract, which is especially important in transportation work where performance depends on adequate financial stability and operating capacity. The clause also warns that failure to provide the requested information can lead to rejection on responsibility grounds, meaning the offeror may be found nonresponsible and ineligible for award. In practice, this provision gives contracting officials a tool to verify financial soundness before award and puts offerors on notice that they must be prepared to document their financial condition quickly and accurately.
Key Rules
Applies to transportation solicitations
This provision is prescribed for solicitations for transportation or transportation-related services. It is used to ensure offerors understand they may need to provide financial statements as part of the Government’s responsibility review.
Offeror must furnish financial statement on request
If the Government requests it, the offeror must promptly provide a current certified statement of financial condition. The obligation is triggered by a Government request, not automatically at solicitation time.
Government may request operational data
The Government may ask for additional data concerning the offeror’s operations, not just the financial statement itself. This allows the Government to assess the broader business condition relevant to performance capability.
Used to assess responsibility
The Government will use the information to determine financial responsibility and ability to perform under the contract. This ties the provision directly to the responsibility determination process.
Noncompliance can affect award eligibility
If an offeror fails to comply with a request for information, the Government may reject the offer on responsibility grounds. In practical terms, failure to respond can prevent award even if the offer is otherwise acceptable.
Responsibilities
Contracting Officer
May request a current certified financial statement and related operational data when needed to evaluate an offeror’s financial responsibility and performance capability. Must use the information as part of the responsibility determination and may reject an offer if the offeror does not comply.
Offeror/Contractor
Must promptly provide a current certified statement of financial condition and any requested operational data when the Government asks. Should be prepared to document financial stability accurately and in a timely manner to avoid responsibility concerns.
Agency
Uses the requested financial information to support responsibility determinations in transportation and transportation-related acquisitions. Must ensure the solicitation includes the provision when prescribed and that the information is used appropriately in the award decision process.
Practical Implications
Offerors in transportation procurements should be ready to produce certified financial statements quickly; delays can jeopardize award.
The clause is not just paperwork — it is tied to responsibility, so incomplete or missing responses can lead to rejection even if price and technical factors are favorable.
Contracting officers should request only the information needed to assess financial responsibility and performance capability, but they may ask for more than a balance sheet if operational data is relevant.
Offerors should ensure their financial statements are current, certified, and consistent with other submitted business information to avoid credibility issues.
Because the clause is used in transportation-related services, contractors should expect closer scrutiny of liquidity, solvency, and operational capacity than in many routine procurements.
Official Regulatory Text
As prescribed in 47.207-1 (e) , insert the following provision in solicitations for transportation or for transportation-related services to ensure that offerors are prepared to furnish financial statements: Financial Statement (Apr 1984) The offeror shall, upon request, promptly furnish the Government with a current certified statement of the offeror’s financial condition and such data as the Government may request with respect to the offeror’s operations. The Government will use this information to determine the offeror’s financial responsibility and ability to perform under the contract. Failure of an offeror to comply with a request for information will subject the offer to possible rejection on responsibility grounds. (End of clause)
